On January 25th, 2003, the first phase
of the Shandong Highway Information Management System, constructed
by CVIC SE, was formally connected and put into operation,
realizing uniform tolling within a 1,360 kilometre expressway
network and all-day, real-time monitoring.
Mr. Zhao Kezhi, Shandong province vice-premier,
Mr. Zhou Qiutian, head of the Shandong Transportation Department,
Mr. Yang Shaojun, assistant of Shandong Information Industry
Department, and Mr. Jing Xinhai, chairman and CEO of CVIC
SE, attended the connecting ceremony.
At the connecting ceremony, Mr. Zhou Qiutian,
head of the Shandong Transportation Department, gave an
address first. He appraised that the Shandong Expressway
Information Management System has the longest network mileage,
high quality, reasonable price and fair operations in China.
Next, Mr. Jing Xinhai, chairman and CEO
of CVIC SE, congratulated on the coming connecting of first
phase of the Shandong Highway Information Management System,
and thanked other companies for their contribution to the
construction of the system.
Mr. Jing said, in December 2002, CVIC SE
had signed an overall contract regarding the second phase
of the Shandong Highway Information Management System covering
1100 kilometers. We were very grateful to the trust and
affirmation of the Shandong Transportation Department. We
would make a bigger contribution to Information Construction
of Transportation Industry in Shandong and China with advanced
technology, high-class teams, high-quality products and
services, and modern management.

The Shandong Highway Information Management System is composed
of three major subsystems; tolling, monitoring and communication.
The tolling system is structured in five levels, from the
general management center to the tolling roadways. The project
helps to realize uniform tolling by way of the IC card within
the expressway network and deals rational capital clearance
according to different road sections, which belong to different
proprietors. It also provides other functions such as monitoring,
inquiry, statistics and so on.
The communication system is built to transmit
various information such as voice, data, and image according
to the requirements of the tolling system or monitoring
systems.
The monitoring system provides continuous,
real-time monitoring to the whole roadway network through
a collection and analysis of traffic flux, and weather with
various outfield equipment.
