23rd of December 2008, the one of the first national IC cards model project- Kunshan Citizen Card Project Launching Ceremony was held. The project is constructing by CVICSE KS, which is under the latest stands issued by the national Ministry of Housing and Urban & Rural Development (MOHURD) in 2008. Kunshan Citizen Card is the first national three-in-one citizen card put into application, and also speeds up the construction of the National IC Card era.

The successful launching of the project, realized in the four first innovations: Kunshan is chosen as the national first IC card pilot city, Kunshan Citizen Card is the national first three-in-one citizen card put into application, Kunshan is the first city authorized to use national CPU card key issued by MOHURD and the national first city which citizen card can be comprehensive interoperability with Shanghai.

CVICSE KS is not only the construction units, but also the only designated electronic payment application operator. With this advantage, CVIC is actively preparing to lead the three-card-in-one CPU card solutions to other provinces and cities, and also make the contribution to construction of China's IC card interoperability, and support the better service to the people livelihood.
